For amateur aircraft builders in Australia, the Sport Aircraft Association of Australia (SAAA) is your trusted partner in navigating these final stages and beyond. But timing is everything.

Special Certificate of Airworthiness—Available Through SAAA (not available to student or social members)
To qualify, ideally you’ll need:
- ✅ At least three written reports from SAAA Technical Counsellors
- ✅ A completed Risk Radar assessment
These documents help ensure your aircraft meets regulatory standards and that any risks are identified and mitigated before flight. If you do not have these, don’t worry, we can still help.
What Do These Roles Involve?
- Technical Counsellors (TCs) provide guidance, conduct inspections, and help document your build.
- Risk Radar is a structured assessment tool to identify and address potential safety issues.
- Authorised Persons (APs) are CASA-delegated individuals who conduct final inspections and issue CofAs.
Whether you choose an Independent AP or CASA, the hurdles are similar. SAAA can assist—but the process may take longer.Still it is generally more affordable and supportive than going it alone.
– Flight Test Endorsement Pathway: Helps you prepare for Phase 1 flight testing with structured support and documentation.
– CASA Process Assistance: SAAA helps members compile the necessary paperwork and liaise with CASA to obtain your Special Certificate of Airworthiness (Experimental).

Step-by-Step Guide to Getting Your CofA (not available to student or social members)
- Become an SAAA Member
Only members can access the full CofA support services and purchase the required documentation packs. - Purchase the CofA Pack – Complete – Fixed Wing
Includes:
- – SAAA CofA Process & Framework Guide
- – Flight Test Guide
- – Flight Test Cards
- – Maintenance Release Forms
This pack provides everything you need to prepare for certification.
Phase 1: Flight Testing
- – Conduct flight testing in accordance with the SAAA Flight Test Guide.
- – Document each flight using the provided Flight Test Cards.
- – Maintain logs and records to demonstrate airworthiness.
Phase 2: Ongoing Operations Approval
- – Once flight testing is complete, apply for Phase 2 approval.
- – An SAAA Authorised Person (AP) will review your documentation and inspect the aircraft
- – If compliant the AP will issue CofA

If you plan to fly over populous areas or under IFR/NVFR conditions, additional CASA approvals (e.g. CASR 91.875) maybe required. SAAA APs can assist with these applications.
